Ukraine’s war against Russia demands maximum mobilization of economic, industrial, military and financial resources of Ukraine. Obviously economic activities are currently stopped in various areas. Meanwhile, our cities and villages, civil population in the combat zone are already suffering from lack of food, medicines, clothing. Numerous refugees need help. Every day our critical infrastructure is under threats. It is clear that today all clusters of Ukraine need to unite and mobilize in order to fulfill the following tasks:
- To support the Armed Forces of Ukraine and our defense industry by providing the required assistance in the field of production, logistics and infrastructure.
- To ensure the maximum production of the required critical products and delivery to the regions in need (food, medicine, clothing).
- To mobilize cluster opportunities at the regional level providing humanitarian support to cluster participants in their regions.
- To support the economic activities of cluster communities members, SMEs – to avoid their disintegration and employees emigration/becoming refugees.
- To prepare and mobilize clusters for the future large-scale EU infrastructure rehabilitation projects (after the war end).
The cluster committee of the Industry4Ukraine platform has created the Ukraine Clusters Coordination centre, which shall mobilize all production and other clusters to perform the abovementioned tasks.
The first steps of the joint Coordination centre should provide fulfillment of the following priorities:
- Launch of Coordination Center with right split of functions and tasks in clusters between regions and critical industries (defense, food, pharmaceutical, medical industries).
- War-torn regions priority issues identification.
- Relocation / support / launch of the necessary production facilities in the relatively secure regions on Western Ukraine.
- Attracting technological and financial assistance from the EU aimed at supporting the critical infrastructure industry and cluster needs of Ukraine.
- Participation of engaging cluster communities in solving the priority needs for the combat zone regions (incl humanitarian help).
The clusters that have already joined the initiative are: Engineering – Automation – Machinary (EAM) clusters from Kyiv, Zaporizhia, Kharkiv, the Maritime Cluster of Ukraine, Vinnytsia Industrial Automation and Instrumentation Cluster, Poltava Center 4.0, and several clusters from Khmelnytsky and L’viv. We are supported as well by Ukrainian Council of Business that includes 90 business-associations. Cluster coordinators are members of the board of Coordination centre, headed by the APPAU Executive direction.
We invite the European clusters and business associations, other international partners to join this initiative and to support us. In 2 days we will get the list of priorities issues in mentioned fields of critical industries.
We call this initiative Clusters4Ukraine as we strongly believe in the powerful capacities of united clusters to react at new challenges by fast and effective way.
The EU clusters solidarity and help can empower Ukrainian industries and local clusters that approaches our common victory in this war.
